Not the most useful, but comprehensive........2007-09-09
This book by Anthony Boardman et al. is a heavy read. It is not a book you would want to read from A to Z in order to understand Cost-Benefit Analysis or CBA, but it is one of the better reference books I have found. The only downside I found was a very theoretical approach and lack of really useful examples. Nevertheless, not one element of CBA seems to be left untouched. This book is a valuable reference to anyone relying on CBA as a decision-making tool, because it will assist you in understanding what it is that you are analyzing when applying CBA.

I had to buy this book for a class I took on Cost-benefit analysis (which is probably why you're thinking of buying it, too). The contents of my review won't have much influence on your choice to purchase it, as that decision has already been made by your prof. But I think I owe you a few warnings.
Some of the chapters are well-written (the chapters on discounting and compounding and time value), but most of them are confusing (the chapters on option value and the section about the optimal growth discount model). Even our professor, who has a BA in econ from Yale and a PhD in econ from Berkeley, had trouble getting through these sections. Some of the homework problems at the ends of the chapters ask about material that the text never fully explains. In a few instances, the book reminds you why you hate integral calculus.
So although I can't stop you from buying this, I can at least warn you that your trip through its pages will be nothing like a trip through the beautiful mountains on the cover. Unless you were planning on climbing the mountains. In January. Without GPS or crampons.

The authors have put approached this topic in a step by step way. It explains important background topics as well. I bought this book for a class, so I really didn't have much choice in the matter. I expect that most buyers will do so for the same reason. To them, I say "don't worry about it," this won't hurt as much as you think." If you are considering this for pleasure reading, well, don't let me stop you.

Probably one of the few only books available that talks about CBA. Lacks in real life examples, otherwise a good read for grasping basic concepts and tools.

A unique, in-depth discussion of the uses and conduct of cost-effectiveness analyses (CEAs) as decision-making aids in the health and medical fields, this volume is the product of over two years of comprehensive research and deliberation by a multi-disciplinary panel of economists, ethicists, psychometricians, and clinicians. Exploring cost-effectiveness in the context of societal decision-making for resource allocation purposes, this volume proposes that analysts include a "reference-case" analysis in all CEAs designed to inform resource allocation and puts forth the most explicit set of guidelines (together with their rationale) ever defined on the conduct of CEAs. Important theoretical and practical issues encountered in measuring costs and effectiveness, evaluating outcomes, discounting, and dealing with uncertainty are examined in separate chapters. Additional chapters on framing and reporting of CEAs elucidate the purpose of the analysis and the effective communication of its findings. Cost-Effectiveness in Health and Medicine differs from the available literature in several key aspects. Most importantly, it represents a consensus on standard methods--a feature integral to a CEA, whose principal goal is to permit comparisons of the costs and health outcomes of alternative ways of improving health. The detailed level at which the discussion is offered is another major distinction of this book, since guidelines in journal literature and in CEA-related books tend to be rather general--to the extent that the analyst is left with little guidance on specific matters. The focused overview of the theoretical background underlying areas of controversy and of methodological alternatives, and, finally, the accessible writing style make this volume a top choice on the reading lists of analysts in medicine and public health who wish to improve practice and comparability of CEAs. The book will also appeal to decision-makers in government, managed care, and industry who wish to consider the uses and limitations of CEAs.

This book pulls together a lot of information, but in my opinion it is written and organized very very poorly. I have over 10 yrs of experience in in the healthcare industry and came across this book during a grad level course in CEA.
Long, boring, convoluted sentences fill the pages of this book. It took about 3 times more time and effort to get through a page in this book compared to a page in respected journals like JAMA, NEJM, BMJ etc.
If you have lots of time and are doing research in this field - go for it. Alternatively if you want to quickly determine what CEA is about, I would recommend reading Peter Muennig and Kamran Khan "Designing and Conducting Cost-Effectiveness Analyses in Medicine and Health Care".

This book holds an excewllent treatment of the range and focus of topics which fall under the environmental resource economics realm. The author addresses both the fundamentals and advanced social concepts mixed with excellent examples of the economic principles which resource managers must make during the policy process and the inherent problems these policies present. Cost-benefit analysis (CBA) has been an important policy tool of government since the 1980s, when the Reagan administration ordered that all major new regulations be subjected to a rigorous test of whether their projected benefits would outweigh their costs. Not surprisingly, CBA has been criticized by many who claim that it neglects, especially on the benefit side, important values that are hard to measure.
In this book, the authors reconceptualize cost-benefit analysis, arguing that its objective should be overall well-being rather than economic efficiency. They show why the link between preferences and well-being is more complicated than economists have thought. Satisfying a person's preference for some outcome is welfare-enhancing only if he or she is self-interested and well-informed. Also, cost-benefit analysis is not a super-procedure but simply a way to identify welfare-maximizing policies. A separate kind of analysis is required to weigh rights and equal treatment.
This book not only places cost-benefit analysis on a firmer theoretical foundation, but also has many practical implications for how government agencies should undertake cost-benefit studies.
