1 out of 5 stars Very light on useful information.......2004-10-08

This book mostly states the obvious. My job involves telecom and finances, and there's no useful material that helps me do my job better.

3 out of 5 stars Strother book is better.......2002-08-31

Brosnan and Messina write an excellent guide to managing costs for urban east coast businesses (i.e. New York). Much of their stuff is super-technical and a little impractical for the average telecom manager. And they don't say much about contract negotiation, RFPs, and wireless services (which can be fairly expensive nowadays).

For a much simpler perspective I suggest the book by S.C. Strother "Telecommunications Cost Management". It costs more than this book, but its well worth it. It is well-organized and more comprehensive. You get the feeling Brosnan and Messina are telecom lawyers, while Strother seems to be a telecom insider.

2 out of 5 stars Strother book is better.......2002-07-01

The book is excellent if your telecom is on the east coast and you only care about local telephone service. It is very detailed about problems with Customer Service Records but says nothing about wireless telecom, and does not adequately cover data networking, or long distance. For a more comprehensive resource, I recommend "Telecommunications Cost Management" by Strother.

If you are interested in the concept of reducing your telecommunications expenses this book is an excellent start. If you are interested in a career in telecommunication consulting reviewing telecom expense this is a very basic document. The content covers about 50% of the most common billing irregularities.

A better guide to telecommunications concepts and language is "The Essential Guide to Telecommunications" (Second Edition).

The authors point out that they are most familiar with Bell Atlantic and Ameritech CSRs (Customer Service Records). This limits the information made available in conveying the differences in format and content between ILECs (Incumbent Local Exchange Carriers) documentation.

Book Description

Phone systems, service, data networks, and the Internet are critical pieces of any company’s communications. And most IT professionals don’t understand the effects of deregulation and parallel technologies on the bottom line. Telecommunications companies have more than a 30% error rate on their billing each month. There are only about 4,000 telecom consultants in the country who do nothing but find errors on bills. The economy seems to be crying out for just this type of study. This work explores the various technologies in terms of cost and ROI, sets up some case studies to solve real communications issues, offers cheap ways to meet bandwidth requirements, looks at the players in the marketplace in terms of technology as well as cost, explains what a tariff is and how it can be made to work for you, gives a better understanding of telecom taxes, which ones are required and to what degree, and provides international strategies to manage costs of a national and global network. Reading this book will be like hiring that telecom consultant. · SAVINGS!!! – realize 40-60% savings with the information contained in the book · “Show me the money” demo included · Review – assessing bills to know if you’re overpaying · Analysis – benchmarking, comparative technologies, ROI, tariff info, etc. · Negotiation – how to work with your various services to ensure you’re getting the best rates possible · Cost Justification – finding costs in other areas to justify expenditure in technology · Vendor Management – understanding where and how to go to get the best price · Recovery of capital – finding out if and when you’ve overpaid, and getting back $ when it’s due · Tax Rebates, Relocations, Growth Assessment, and Telemanagement – exploring all the angles to get the most of your telecom dollars

3 out of 5 stars Great Place To Start.......2007-07-28

This book is very good for a starting point and covers many areas of Telecommunications along with look into complete cost savings of your Telecommunications. You can get some great information from this book. Most companies find it is too hard to even attempt to decifer their Telecom bills let alone perform and audit to try and find cost savings. Read this book; if that doesn't work for you call a local Telecom professional to help you. You can find brokers these days to do all this for no charge to you.

5 out of 5 stars Good overview.......2003-04-08

While this book does not cover every possible situation, it does provide insight into those which are most relevant. It was well written and proceeds in a logical fashion. I found chapter 10, covering taxes and fees, particularly helpful. If you are new to the commercial aspects of the telecom world, this is a good place to start. I have read several books on the subject and found this one to be the most complete.

Book Description

Most telecom books focus on either traditional telecom billing audits or pure technology, with the cost saving ideas buried deep in the text. Busy decision-makers need the specifics quickly, without having to plow through details that do not affect the economics of a project. Telecommunications Cost Management takes cost saving techniques and brings them to the forefront where managers and decision makers can quickly use them for real world cost reductions or efficiency gains. Traditional bill auditing texts provide recommendations but only within the context of the existing architecture - for example, they might highlight techniques for reducing circuit switched leased lines but omit the pros and cons of leased lines versus alternatives. Telecommunications Cost Management provides a blueprint for cost reduction across all major technologies - from frame relay to IP telephony to contract recommendations. The text presents the key facts up front, with sample calculations for broadband, local access, equipment, and service alternatives. It provides scenarios showing the effects of different architectural strategies for both voice and data communications. Intended for the busy decision-maker, this reference eliminates the need to wade through unnecessary details and guides the reader directly to the cost saving techniques.

1 out of 5 stars DO NOT PURCHASE THIS BOOK -- PLEASE READ THIS REVIEW.......2004-06-07

This book was one of the worst books I've ever purchased in my 16 years of technology and I urge you NOT to spend your money on it. 99% of the book has NOTHING to do with cost management.

Being that the authors are with Price Waterhouse Coopers - they mention the topic of outsourcing more than 48 times in the first chapter alone. It felt a lot more like a sales pitch for their consulting company than any other book I've read. It became so repetitive and annoying that I was praying the book would get better.

It is rare to find a series of thoughts that have any real meaning throughout this entire book. Almost every paragraph is bulleted lists of ideas. It's like reading a book that is a terrible Powerpoint presentation on just about every page. I cannot remember when the author had more than three paragraphs in a row let alone paragraphs that were dedicated to the title of the book.

The constant bulleted items are extremely nebulous thoughts that serve to state obvious facts rather than specifics. Anyone that is looking for material on specifics about cutting costs around their telecommunications environment will find themselves getting very angry trying to get anything meaningful from this book. The book hardly covers cost management whatsoever. The author just decides we need yet another book to cover all the different telecom technologies from frame relay, ATM, to VSAT et al. Clearly this book does NOT live up to its title.

While the book looks to be rather thick with information, the actual content is around 120 pages (at best). The remaining pages in the book are various appendixes with totally nebulous things such as a glossary of telecom terms, lists of website links, other people's white papers, etc.. I'm positive that the publishing house added these things because they saw how small the amount of content was in here and wanted a "fatter" book.

I've purchased well over 200 books around technology, and this book is second from the bottom. I'm actually contemplating writing a letter to the publishing house demanding my money back.

DO NOT PURCHASE THIS BOOK.

5 out of 5 stars Great Tactical Telecom Cost Management Book.......2003-10-30

Telecommunications Cost Management provides a tactical approach to telecom cost reduction. Not only do the authors provide easy to follow steps for executing a telecom cost management project, but they also provide useful tools such as templates, checklists and project plans to make the journey less daunting. The authors do a really good job of drilling down on the key aspects of VoIP, telecom security and satellite communications without a lot of technical jargon.

This is an excellent book and I highly recommend it to anyone responsible for managing his or her company's telecom spend or anyone consulting in the telecom cost management space.

5 out of 5 stars Practical How To Book - not 50,000 foot theory.......2002-11-29

Our firm is in cost cutting mode, so I got this book looking for practical tips on how to cut our considerable telecom bill. What I liked was the step-by-step approach covering local, long distance and alternative technologies. Instead of a lot of theory, it gets down to USOCs and has a checklist of specific savings ideas. The audit program at the back rambled at bit but had plenty of detail. The book throws in some useful "shovelware" at the back too -- sample RFPs, contracts, things to look for in a good contract, etc. Defintely worth the money.

The liberalization of the telecommunications markets in Sub-Saharan Africa led to increased competition on the provision and pricing of communication services. But, due to the lack of appropriate regulatory tools, newly established regulators are poorly equipped to arbitrate increasing interconnection disputes between competing operators. This guidebook and its associated CD-ROM, including the cost model, were prepared to provide Sub-Saharan Africa regulators and operators with a sound regulatory tool allowing the determination of accurate interconnection costs, thus facilitating the settlement of lengthy and costly interconnection disputes between fixed and mobile operators. The cost model belongs to the family of 'Bottom-Up" models, which calculate interconnection cost incurred by an efficient operator using the Long Run Incremental Cost (LRIC) methodology. The proposed cost model takes into account most features characterizing the development stage of telecommunications networks in Sub-Saharan Africa (small size of fixed network, importance of rural telephony, excessive reliance on microwave technology, explosive demand for mobile service, and weak regulatory capacity). A Model for Calculating Interconnection Costs in Telecommunications offers telecom regulators and operators not only a decision support tool but also a stimulant to enhance an understanding of the logic of regulating a sector open to competition.

              Book Description

Effective management of a communications network can be a difficult and costly activity, and even more so when the network crosses international borders. International network managers face a number of issues that are crucial to strategic decision-making, including the varying telecommunications regulations, operators, and services found within-as well as between-different countries. Focusing on these issues, Management of International Networks clears the way for network managers to make informed, strategic decisions. The author describes each of these issues in detail and develops models-illustrated by actual case studies-that allow a quantified analysis of each. With the ability to quantitatively assess these factors, managers can forecast the potential of cost-effectively managing a network within a given country and make decisions, such as: · Where to place hubs for traffic in an international network · In what country to expand the network · What services to obtain from which operator to ensure a cost-effective network The strong increase in demand for international network services combined with the rapid changes in the telecommunications environment in many countries necessitate a closer examination of international networks and the development of new models and tools that will facilitate management decisions. Management of International Networks fulfills this demand. Network managers, planners, and operators along with consultants, telecommunications lawyers-virtually anyone working with international networks-will find this book an invaluable tool and guide to this dynamic, evolving arena.
