Although it has a long and rich history, HRD has emerged only recently as a distinct discipline and field of practice. This book provides an review and synthesis of how many fields (psychology, economics, systems theory, and others) have contributed to the development of HRD. In so doing it details how these fields, along with a growing body of research, have contributed to the development of the theoretical and philosophical foundations and HRDs emergence as a unique discipline. This is not a quick "how-to" book but rather a scholarly examination of the core beliefs, values, worldview, and principles that are the framework for HRD. It will be of primary interest to academics, scholars, and researchers. It also offers reflective practitioners the opportunity to re-examine the beliefs, values, and approaches that guide their work. The book is logically organized, well written, and replete with diagrams, models, and graphics that illustrate and clarify key concepts. Sure to become a classic text and reference, I highly recommend it to anyone who seeks to develop a deeper understanding of Human Resource Development.

This is a great book. As a history buff it has something for you, as the author does a great job of uncovering the creation and evolution of the TWI Program--developed by government and industry in the United States during WWII. As a lean manufacturing leader, the author also does a great service by explaining TWI--particularly the 3 "J" programs and how they can benefit industry today. The CD is nice, only wish it had the full TWI book text, not just the bulletins. That's the only thing keeping it from 5 stars.

What is empowerment evaluation? When is it the most appropriate approach to use in an evaluation? How can it best be implemented? Aimed at demystifying empowerment evaluation, the book shows readers when to use this form of evaluation and how to more effectively use its three steps (developing a mission statement; taking stock by identifying and prioritizing the most significant program activities; and, charting a course for future strategies to accomplish program goals). Fetterman also illustrates the steps with four case examples, ranging from hospital to educational settings. As a social worker committed to empowerment of oppressed peoples, I come to David Fetterman's "Foundations of empowerment evaluation" favorably predisposed. This favorable disposition is reinforced when Fetterman writes that empowerment evaluation has usually "focused on traditionally disenfranchised, oppressed, and economically impoverished populations" (p. 114). He could just as well be talking about the focus of social work practice.

I also bring to Fetterman's book a growing discomfort with traditional, empiricist research and program evaluation. My colleagues have been working for several years with different Native American tribes and have learned first-hand why research is so often considered a dirty word in Indain Country. At best, positivist research and evaluation are usually irrelevant to the experience and concerns of Native peoples, at worst it contributes to their continued subjugation by reinforcing negative stereotypes. I therefore come to Fetterman's book with a keen interest in research and evaluation which in itself is a benefit to the participants.

Empowerment evaluation, as articulated by Fetterman, is located within "the larger context of emancipatory research" (Fetterman, 2001, p. 110) and specifically action research. Empowerment evaluation differs from action research, however, because it is "explicitly driven by the concept of self-determination" and collaboration at every level of the agency, program, or community being evaluated (p. 11). Within that framework, empowerment evaluation helps people analyze their programs using self-evaluation and self-reflection. In contrast with some program assessments conducted by outside evaluators, empowerment evaluation is not an endpoint but in integral part of program development and improvement (p. 3). As a result, empowerment evaluation "ideally helps organizations internalize evaluation principles and practices, making evaluation an integral part of program planning" (p. 35). Not surprisingly, Fetterman equates using empowerment evaluation with teaching participants to fish.

The methodology of empowerment evaluation is deceptively simple. First, gather everyone involved in the program together, from clients to workers, to administrators, to funders. The empowerment evaluator then acts as a coach or facilitator, who leads the group through three activities: 1) explicate the mission of vision of the program; 2) take stock of each program activity, rating how well each is doing; and 3) plan for the future by setting goals, strategies for reaching the goals, and documentation to be used to track progress. Because empowerment evaluation is ideally an ongoing process, the first time through these steps forms the baseline for monitoring future progress.

Methodologically, the obvious potential weakness of empowerment evaluation is the possibility of generating self-serving, `sugar-coated' results (p. 5-6). "An outside evaluator charged with monitoring the progress can help keep the effort credible, useful, and on track, providing additional rigor, reality checks, and quality controls throughout the evaluation" (Fetterman, 2001, p. 6). This task is operationalized during the ranking phase, for example, when the empowerment evaluator questions each individual's ranking of each activity, asking for specific documentation of why the rating is no higher and no lower than they have indicated. Additional rigor is gained, according to Fetterman, by indicating that people can change their ratings at any time. Mostly, however, Fetterman argues that trustworthiness flows from the nature of the group (the insistence on democratic participation of clients, workers, and administrators), and the group process itself which he claims comes to conclusions which are more realistic than the conclusions of external evaluators (pp. 32-33).

Unfortunately Fetterman's organization and writing of this volume does little to support his claim that empowerment evaluation is rigorous and inherently trustworthy. In terms of organization, note that the two quotes I used to locate empowerment evaluation within research and evaluation traditions were separated by 100 pages. Repeatedly, ideas and concepts are partially developed in one place, only to be modified or more fully defined/described much later. In many ways, this review has made Fetterman's book more comprehensible than it is. For example, I stated previously that when participants rank program activities they must provide documentation. Fetterman, however, discusses ranking on page 29, but waits 60 pages (almost half the book) to mention that "documentation is always required to support a high or low rating about a program assessment, and is scrutinized." (p. 93).

In addition, Fetterman's writing often confuses or obscures important points. The trustworthiness of empowerment evaluation rests in large part on including the perspective of every stakeholder and participant in the program, from clients to administrators. Fetterman, unfortunately, uses the term program participants variously, mostly to refer to paid employees, but occasionally also to include clients (e.g. pp. 3, 34, &146). As a result we are never sure who he is talking about participating in what aspect of the evaluation. Similarly, Fetterman refers to "outside evaluators" both as the `coaches' who help participants throughout the process and, in other places, as people not otherwise involved in any aspect of the evaluation. Consequently when Fetterman writes that "An outside evaluator charged ... can help keep the effort credible, useful, and on track" (2001, p. 6), I have no idea who is responsible for this crucial methodological function.

Finally, Fetterman states that the trustworthiness and utility of empowerment evaluation flow, in large measure, from use of baseline data and repeated empowerment evaluation sessions. Though Fetterman devotes more than a third of his book to case examples, every one of those examples is of an initial evaluation, never a follow-up session. Because Fetterman (belatedly) admits that empowerment evaluation "takes more time than most traditional evaluations (p. 145), I am left wondering if follow up is ever conducted.

The disorganization of the book unfortunately contributes to an impression that empowerment evaluation is methodologically less rigorous than I believe it really is. Fetterman thus undermines the very evaluation methodology which he passionately believes in and espouses.

      Dutton and Ragin's edited book brings together top scholars to explore the positive side of relationships at work. All the chapters involve and prod the reader to new areas of studying relationships. It also gives a glimpse into the rich personal relationship literature. Organizational scholars will reap much if they integrate the personal relationship literature in their work.

        Frances Hesselbein is currently editor-in-chief of Leader to Leader quarterly. Previously, she served as CEO of the Girls Scouts of the USA and then as chairman and founding president of the Leader to Leader Institute, formerly the Peter F. Drucker Foundation for Nonprofit Management. Her published works include this book as well as The Leader of the Future, co-edited with Marshall Goldsmith and Richard Beckhard; The Leader of the Future 2, co-edited with Goldsmith; and Be*Know*Do (an adaptation of the U.S. Army's leadership manual) to which she and General Eric K. Shinseki (USA Ret.) co-wrote the Introduction.

        In his Foreword to this book, Jim Collins observes that Frances Hesselbein "grasped a central paradox of change: the organizations that best adapt to a changing world first and foremost know what should [begin italics] not [end italics] change. They have a foxed anchor of guiding principles around which they can more easily change everything else. They know the difference between what is truly sacred and what is not, between what should not change and what should always be open for change, between `what we stand for' and `how we do things'...Equally important, she exercised the discipline to say no to opportunities that did not fit the central mission." This brief excerpt from an uncommonly insightful analysis of Hesselbein's numerous and substantial contributions to knowledge leadership help to prepare the reader for the 19 essays that follow in which Hesselbein shares what she has learned about leadership that understands the importance of knowing that leaderships is much less about what one does, and much more about who one is.

        The essays originally appeared over a period of three years, 1999-2002. After re-reading them, Hasselbein observes, "I found that I believe even more passionately in the whys [of leadership]: the values, the principles, the beliefs that define who we are, what we believe, what we do, and how we work with others, our fellow travelers on a shared journey to leadership in an uncertain world." In this volume, of all the challenges that CEOs face, she identifies those that have little to do with managing the enterprise's tangible assets (important though as they obviously are) and everything to do with monitoring the quality of leadership, the work force, and relationships.

        More specifically, the "`how to be' leader knows that people are the organization's greatest asset and in word, behavior, and in relationships she or he demonstrates this powerful philosophy...builds dispersed and diverse leadership - distributing leadership to the outmost edges of the circle to unleash the power of shared responsibility...holds forth the vision of the organization's future in compelling ways that ignite the spark needed to build the inclusive enterprise...and [meanwhile] knows that listening to the customer and learning what he or she values - `digging in the field' - will be a critical component, even more so in the future than today."

        My take on all this is that Hesselbein fully understands and appreciates the value of "know-how." Her key point (if I understand it) is that effective leadership can be provided only by what Bill George characterizes as "authentic" people: those who consistently demonstrate the values, the principles, the beliefs that define who they are, what they believe, what they do, and how they work with others. As George describes them, they demonstrate "the highest integrity, [are] committed to building enduring organizations...have a deep sense of purpose and are true to their core values...have the courage to build their companies to meet the needs of all stakeholders, and recognize the importance of their service to society."

        Both Hesselbein and George are convinced, and I wholeheartedly agree, that the greatest leaders are those who develop and then sustain authentic leadership at all levels and in all areas of the given enterprise. Moreover, they are determined to be "good citizens." As Hesselbein explains, they believe "that the community is as much their business as is the business of their enterprise. They dedicate the same commitment to this job, the same forecasting, planning, marketing, and mobilization of energy and initiative, that they dedicate to building the enterprise within the walls."

        Make no mistake about it: These are formidable challenges that Hesselbein poses to those who aspire to be leaders. "All the how to's in the world won't work until the `how to be's' are defined, embraced by the leaders, and embodied in every action, every communication, every leadership moment." Indeed, she continues, there must be "leaders of character at every level, leading the organization and the community of the future." Some may view that challenge as "unrealistic." It isn't. Others may view it as "idealistic." It is...and that is the most important lesson all of us can learn, not only from what she has written but from what she has been and continues to be.

        Frances is a special and extraordinary role model who shares her insights and encourages others to reach for their maximum leadership potential. The creativity within her advice is engaging and inspirational. This is a great book for young leaders and those who are developing goals and a vision for their career and personal success.

        This book was first mentioned to me at a Leadership presentation at one of the not-for profit organizations I serve, and then again a short while later at a UCI Graduate School of Management presentation by a local executive. This is a delightful small book filled with some good advice, pithy sayings and leadership insights. Hesselbein lives up to her reputation in this compendium of essays on Leadership. I rather like books of essays because often each chapter, or essay, stands on its own and can be read or re-read as the need arises.

        Hesselbein writes in a clear and conversational manner that makes it easy to understand her point. But one should not be lulled into complacency while enjoying her most readable style for the insights to be shared are important and many. She points out with great understatement that "Leadership is a matter of how to be rather than how to do it." She offers as whole new way of organizing our enterprises as she explains "Managing in a World That Is Round." This book will find its best use for those managers looking for a metaphor or simple explanation to share with others in the organization such complex topics as organizational change, behavior, and interaction with the environment. It will be on my reference shelf for a long time to come.

        Frances Hesslebein is one of the world's greatest leaders. In fact, Peter Drucker (no "easy grader") said that she was the most effective executive that he had ever met.
        _Hesselbein on Leadership_ is a compilation of her wonderful essays (largely from the journal "Leader to Leader").
        In a world where many leaders have gone for the "quick buck", it is gratifying to hear from someone who is interested in "doing what is right".
        Her writing, like her leadership, is direct, honest and to the point. Unlike some leaders who specialize in slogans, she is someone who only writes about what she believes in and is willing to live.
        Her work has the unique quality of being both timeless and refreshing.

        Hesselbein on Leadership should be on all leaders "must read list". Frances has taken the multidementional, quantum complexity of leadership and given timely gifted guidence in language and concepts that are understood by the intellect in addtion to being rocognized by the soul.

        Her thoughtful and thought provoking words are a call for the action of "being" not just "doing". Every sentence rings with truth and power. This is a book you will return to again and again.
