This book is a collection of scholarly articles that demonstrate, both historically and politically, what the United State's defense policy has been during major and minor conflicts, cold war era, and through the present day war on terrorism. It is an excellent insight into the past with a good idea into where this countries policy are heading with an analysis of where it should be through varying perspectives. I found the book a good read and even though I disagreed with some of the conclusions it certainly demonstrated the arguments from all sides.
Understanding Strategy.......2000-07-02
This book, a collection of essays by some of the world's leading historians and political scientists gives a reader a glimpse into both the theroetical structure and real life examples of military structure. This is not a textbook on military strategy however, and the examples may not always directly illustrate every given aspect of the theory. But if you want a taste for strategy - it is highly recommended.

International Law and the Use of Force brings together cases and materials on both the law governing the resort to armed force (jus ad bellum) and the law governing the conduct of force (jus in bello). The book explores the United Nations Charter rules, and the Hague and Geneva Conventions as central to the regulation of armed force. There are also chapters on the historic development of international law on the use of force and important cases from the last ten years, including the International Court of Justice decisions in the Oil Platforms Case and the Wall Case, and the U.S. Supreme Court decisions, Rasul v. Bush and Hamdi v. Rumsfeld.

Reader-Friendly Casebook.......2006-04-17
This is a very good casebook on the law of war. The readings are up-to-date, the notes are astute, and the mix of law, history and policy is illuminating. Professor O'Connell presents all sides of the many controversies that roil this field. She reprints, for example, two contrasting legal opinions on NATO's bombing of a TV station in Serbia. She even includes near-gibberish such as the State Department's attempt to justify the Panama invasion as an act of self-defense -- which may have been included to warn students about the ethical and intellectual perils of public service. (I work for the State Department.) Perhaps best of all, the length of the book is manageable -- law students weary of 1,000-page casebooks filled with small print will appreciate O'Connell's reader-friendly (and readable) approach. Overall, it's a neat book. Even non-lawyers and non-law students will get a lot out of it.
I knocked off one star because there are far too many typos for a $95 book published by a major legal publisher. I knocked off a second star because the discussion of Jus in Bello (Hague/Geneva law) is too patchy and abstract to really immerse students in this complex field. In future editions, O'Connell should give more space to Jus in Bello by shrinking the section on Jus ad Bellum (the rules governing the decision to go to war). Although Jus ad Bellum generates heated political and intellectual disputes, this is mainly because governments twist the law to justify illegal policies, and because policy-oriented law professors conjure up "developing" customary international law virtually out of nothing. In reality, the rules on Jus ad Bellum can be found in a few articles of the UN Charter and are relatively clear and straightforward.
One note: It's clear from O'Connell's published writings that she regarded the invasion of Iraq as illegal. However, this view doesn't come across so strongly in her casebook. O'Connell is a powerful legal thinker; I hope she didn't dodge this controversy in order to boost sales of the book.

John Hall is a true American Law Enforcement icon ... the world's leading expert on this topic. He and Pat Patrick have done an invaluable service to all of us "sheep dogs" in law enforcement and the military by explaining why the law is on our side. Must Read For Everyone In or Who Supports Law Enforcement.......2005-09-30
The information in this book will save law enforcement officers' lives, both on the street and in the courts. I've never read a book where every page is loaded with useful information. There is no 'filler' in this book. I've testified on behalf of many law enforcement officers on use of force and deadly force. The case studies and analysis supplied in this book are invaluable to those investigating, reviewing, or defending officer-involved shootings and uses of deadly force. The authors do an excellent job of translating the legal-ese into understandable language. This is a must read for every American Peace Officer, his or her family, attorneys for agencies and jurisdictions, and everyone who supports the institution of civilian policing in our country. The investment will save millions of dollars; from designing outstanding training for law enforcement officers so that they 'win' in the street and defending against frivolous lawsuits by those engaging in the lottery mentality of filing claims based upon ignorance or distortions of facts. As a police family, this book provides great 'peace of mind' for understanding the law and right (and need) for law enforcement officers' to use deadly force to defend themselves and every law-abiding American.

Entering the shady world of what he calls "violent entrepreneurship," Vadim Volkov explores the economic uses of violence and coercion in Russia in the 1990s. Violence has played, he shows, a crucial role in creating the institutions of a new market economy. The core of his work is competition among so-called violence-managing agencies-criminal groups, private security services, private protection companies, and informal protective agencies associated with the state-which multiplied with the liberal reforms of the early 1990s. This competition provides an unusual window on the dynamics of state formation.
Violent Entrepreneurs is remarkable for its research. Volkov conducted numerous interviews with members of criminal groups, heads of protection companies, law enforcement employees, and businesspeople. He bases his findings on journalistic and anecdotal evidence as well as on his own personal observation.
Volkov investigates the making of violence-prone groups in sports clubs (particularly martial arts clubs), associations for veterans of the Soviet- Afghan war, ethnic gangs, and regionally based social groups, and he traces the changes in their activities across the decade. Some groups wore state uniforms and others did not, but all of their members spoke and acted essentially the same and were engaged in the same activities: intimidation, protection, information gathering, dispute management, contract enforcement, and taxation. Each group controlled the same resource-organized violence.

This is a "good" book about what was happening in Russia in the 90-s. My only critical point is that at times it seems like the author decides to pay tribute to the academics and then it reads just like a text book on econimics. Otherwise, the relevant points (chapters) seem truly on the mark.
An excellent scholarly work.......2003-07-10
If you're looking for a True Crime book on the Russian (Eurasian) "maffiya" in the style of Jerry Capeci or George Anastasia, this is not it. This book will seem "dry" to anyone seeking sensational reporting on ROC. However, it is an invaluable resource to academics, law-enforcement, or even the average enthusiast seeking well-researched information on the development, motivations, and modus operandi of the ROC groups. Admittedly, Volkov's work may seem a little pedantic at times, especially in his analysis of the dispute settlement process. However, few researchers in the field have produced such a thorough picture or created such a clear model for understanding Eurasian OC as Volkov has.

The book is very detailed and concise, and yet written in a style that is almost painful to read. Very dry and monotonous. You can easily imagine an university professor droning the words of the book.

This is a superb book. Anyone who is interested not only of the topic as in Russia but as throughout Eastern Europe should read this amazing book. I come from Bulgaria and I know from experience that the mafia development there is very similar.

The author notes that police in the U.S. rarely use force against civilians, and that the use of deadly force has steadily declined in the past 25 years. Nevertheless, he cautions that force situations are often fraught with grave dangers for citizens, communities and police officerse themselves. Although there is no panacea, Rahtz outlines numerous areas where improvements can be achieved in reducing the use of force.

Howard Rahtz has written a very perceptive, thoughtful piece on the appropriate use of force in police situations. He brings in examples that can only come from years of experience in the field, and he makes you think about how the use and threat of force is part and parcel of everyday police work. He points out that in many situations cops should think about their actions, even when ordinary citizens would not think twice about whether police force was approporiate.
I recommend it highly.

Intellectually Honest Primer on Use of Force Law.......1999-12-30
Anthony Clark Arend and Robert Beck have written an intellectually honest piece exploring the use of force under international law. The book begins with a discussion of the development of the law regarding the use of force from ancient times to the writing of the United Nations charter. The book then goes on to fairly examine state behavior since the UN Charter and poses the question: how has custom strayed from the thinking that inspired the Charter and the mechanisms that it set up. They give an objective, balanced overview of the state of law regarding a number of issues from intervention in civil and mixed conflict to rescue of nationals abroad and dealing with terrorists. Though they discuss all sides of the issue, Arend and Beck ultimately conclude that although international law's intentions at the end of World War II were nobel -- and despite the fact that the Charter paradigm still exists on paper -- a realistic assessment of the facts requires the conclusion that the paradigm has been rejected by states through their practices and thereby ceased to be international law.

Good account of international law on the use of force.......2004-11-09
Christine Gray, a Reader in International Law at Cambridge University, has written an excellent account of current international law on the use of force by states. She examines the laws banning the use of force, civil wars, self-defence, collective self-defence, the use of force against terrorism, the UN and the use of force, Security Council authorisation for the use of force, and regional peacekeeping and enforcement actions.
International law depends on the defence of nations' rights to self-determination, sovereignty and independence. She shows that the UN remains committed to the prohibition of any forcible intervention in the internal affairs of any nations.
Gray maintains that the reasoning of the International Court of Justice in Nicaragua's case against the USA in 1986 is of paramount importance in this area because it is the Court's first extended discussion of the law on the use of force. The Court found that Nicaragua had not attacked anybody, but that the US government had illegally used force and intervened in Nicaragua. The Court rejected the US claim that its Contra war was justified as `humanitarian' intervention. The US state has refused to accept the verdict.
Gray shows that the similar recent US/British attacks on Iraq and Yugoslavia were also illegal: "The use of the doctrine of implied authorization by the Security Council to justify the military action by the USA and the UK in Iraq in 1993 and 1998, by NATO in Kosovo and most recently by the USA, the UK and Australia in Operation Iraqi Freedom shows lip-service to the authority of the UN, but an unwillingness actually to accept the decisions of the Security Council."
As UN Secretary-General Kofi Anna said in 1999, "enforcement actions without Security Council authorisation threaten the very core of the international security system." On 16 September 2004, he stated that the war on Iraq was illegal. Recent UN Resolutions have not endorsed the war as legal. The illegal invasion has now become an illegal belligerent occupation.

The Proof is in the Pudding.......2004-02-09
I've been a deputy for almost ten years and this book shared some new (and older) information about the use of force in law enforcement. The book helped give me quite a bit of insight into the scope of force and not just the stuff you learn at the academy. It gave me another perspective about what is important (to the community, to the administration, and to the officers I work with).
It provided me with some basic tools; not just what about I know but about what I SHOULD know in respect to today's litigious society.
As a training officer myself, I've shared this book with other officers and administration and they shared the same perspective. If you're looking for to increase your arsenal of literature on use of force, I'd suggest it.
Not much guidance in this book, skip it........2004-01-27
This book is titled: "Use of Force, Expert Guidance for Decisive Force Response." The only problem is that the book provides very little guidance for working police officers. The author states all officers can benefit from the material. Having been a police officer, as of 2004, for 12 years, I found this book to be essentially worthless in providing actual insight into what is and is not appropriate in a given situation. The book tries to be helpful to a large audience, with restructuring it might be helpful to administrators trying to administer a use of force program including training. It missed the mark for the officer working the street.
Some of the information in the index was helpful. Hence, the one star rating.
I read this book in an effort to stay current with "what's out there" about police use of force, if you have similiar needs, then you will most likely read it, but if you are an officer trying to figure what you can and can not do in a given situation, then skip this book. There are better books available.
Excellent Book!.......2003-06-28
This book is a must-have for anyone involved with the police use of force. In my experience as an officer and academy trainer, this book is easy on the eyes and relates specifically to contemporary issues in policy, training, and management of force issues. I would recommend it fully!

Book Description
There has been considerable debate in the international community as to the legality of the forceful actions in Kosovo in 1999, Afghanistan in 2002 and Iraq in 2003 under the United Nations Charter. There has been consensus, however, that the use of force in all these situations had to be both proportional and necessary. Against the background of these recent armed conflicts, this book offers the first comprehensive assessment of the twin requirements of proportionality and necessity as legal restraints on the forceful actions of States. It also provides a much-needed examination of the relationship between proportionality in the law on the use of force and international humanitarian law.
