People in my industry (golf) finally have a "Bible" to refer to when it comes to professional irrigation systems. Laid out in a basic, yet thorough format this book has it all, from good photos to useful charts and glossary. Anyone even considering installing a new system should have this book at their side. I wish I had it when our system was designed and "thrown in the ground" by a purported expert.

    Boston's Back Bay neighborhood is well known today for its upscale residences, high-rise office buildings, fine hotels, and excellent restaurants. Extending from Arlington Street to Massachusetts Avenue, and from the Charles River to the Amtrak and MBTA tracks, the neighborhood includes Commonwealth Avenue, Newbury Street, Boylston Street, the John Hancock and Prudential towers, Copley Square, and the Charles River Esplanade. The Back Bay today contributes heavily to Boston's image as a prosperous, modern city with a rich historical legacy.

    Before 1820, however, this region was a tidal marsh that appeared to early settlers as a large bay behind the town when it filled with high-tide water twice each day. Only one road, now Washington Street, extended across a narrow peninsula and connected Boston to the mainland. In the early nineteenth century, Boston expanded by filling in some shallow areas around the edge of the Back Bay. Two dams, constructed to generate power using the tides, cut off the area from the Charles River, dividing it into two basins: the "Full Basin" and the "Receiving Basin." This book focuses on filling the Back Bay's largest section, the Receiving Basin. By the 1850s, pollution of the former tidal marsh and severe overcrowding in Boston inspired plans to fill the Receiving Basin. Work on the landfill began in earnest in 1858 and was completed around 1890--and remains the largest residential and commercial landfill project ever carried out in the United States.

    Opening with a look at the geological history of the Back Bay and its life as a tidal marsh, this fascinating narrative examines the roles of planners, politicians, engineers, and contractors who made it possible to dump millions of tons of sand and gravel into the marsh. Innovative new technologies were needed to excavate, move, and grade the heavy loads, and to construct substantial buildings on very soft ground. Newman and Holton tap into a wide variety of primary sources including rare maps and plans, photography collections, corporate and railroad archives, political documents, deeds, mortgages, and bankruptcy records, all of which underscore the significance of the Back Bay landfill as a central component of Boston's development from a small town to a major metropolis in the nineteenth century.

    Very enjoyable read. I've read a number of books on Boston's history, but "Boston's Back Bay" is outstanding. One feature I particularly like is that the book points out 19th century place references in term of present day landmarks. This is enormously helpful, and in my experience, it is unique.

    In its natural condition the Sacramento Valley was a flood-ravaged region where an inland sea a hundred miles long regularly formed during the rainy season, to drain slowly away by the summer months. Today the Valley is marvelously productive, with a great capital city at its center, but only after a seventy-year struggle to devise and build an intricate thousand miles of levees and drains. Robert Kelley sets that battle within the encompassing national political culture, which produced, through the Republican and Democratic parties, widely diverging ideas about how best to reclaim the Valley from flood. He draws on approaches developed in the field of policy analysis to examine the relationship between American political culture and environmental policy-making. We find that the prolonged controversy over the Sacramento Valley illuminates American decision-making, then and now.

    I was deeply influenced by Kelley's early works on hydraulic mining in the 1950s (his book Gold vs. Grain and his papers such as the Forgotten Giant: ...Hydraulic Mining...). I also heard strong praise for this book from many water professionals in the Sacramento Valley. As I eagerly read this book, therefore, I expected more of the same: a study of the massive impact that hydraulic mining sedimentation had on California rivers, flooding, and politics in the late nineteenth century.
    Fortunately - I was surprised to learn - Battling the Inland Sea (BIS) goes well beyond the physical and political effects of historical sedimentation in several important ways. This book is much broader in its geographic extent and substantive scope than Kelley's earlier works. Geographically, mining sediment primarily impacted the lowermost Sacramento River (below Fremont Weir) and its Sierra Nevada tributaries (especially the Feather, Yuba, Bear, and American Rivers). BIS is more broadly concerned with flood control in the Sacramento Valley up into and beyond the extensive Colusa and Butte Basins which had relatively little impact from mining sediment. Moreover, the emphasis of the discussion in BIS is on the history of flood control efforts in the Valley and the surrounding political culture of flood control. Although these topics are inseparable from the mining sediment issue in some areas, it is a much broader topic involving a set of deeper issues. In fact, Kelley makes it clear from the outset that the Sacramento Valley was prone to extensive flooding and that the natural river channel was incapable of conveying but a small fraction of the flow during large floods; long before mining sediment arrived. This emphasis is key to understanding the importance of BIS to educating both professional river managers and the lay public to the actual flood risks in the Valley. The long history of flood control in the Sacramento Valley represents a fight against nature. Mining sedimentation is a complication that exacerbates an already intractable flood-prone situation, but it is not the primary cause of flood risk. Extensive low-lying basins are the inherent cause for concern.
    The common ground between BIS and Kelley's earlier work is that he, again, presents an inspired historical overview of the political culture underlying California water politics. The complex developments of the period are put into a context of shifting ideologies of resource management, perception of nature, and the vagaries of politics and economics.
    I strongly recommend this book to anyone interested in these broader topics. It is, of course, a must-read for students of California flood-management history.

    This book clarifies man's failure to accept what the Natural Environment offers and man's limited knowledge of his ability to live with nature. Man's ineptness is exemplified by politics dictating his actions.

    If you've ever taken a guided factory tour, you know the difference between someone reciting memorized facts and someone who can call upon a deep reservoir of knowledge, accumulated over a lifetime, for information that will illuminate a particular subject. Mr. Kelley clearly belongs in the latter class. Reading his book, it is apparent that we are only scratching the surface of what this remarkable historian knows about the complex interplay of history, politics, personality and nature that conspired to produce the water system northern California has today.

    The story of California water is fascinating, although perhaps only of real interest to Californians. Nevertheless, even if only for that audience, Mr. Kelley has written an entirely readable, yet simultaneously scholarly volume. Anyone interested in an introduction to the state of northern California's water situation should begin with this book.

    In a general sense, however, this book is also about changing political and sociological trends in America beginning around 1850. The focus is on flooding in the Sacramento Valley, and its battles between gold miners and valley farmers, or between Republican engineers and Democratic populists, but parallels are probably found elsewhere in our country during the same period of history. I enjoyed this book tremendously.

    I am a big California rivers environmental history buff, and I found this book to be too similar to his publication "Gold v. Grain" which debuted over 40 years ago. This book is essentially an extension of "Gold v. Grain" that covers the 1960s-1980s. Much of the earlier chapters are virtually cut and pasted verbatim from his previous book. Despite these criticisms, it remains (to my knowledge) the most comprehensive book written about the Sacramento River to date. Until a better book on the Sac comes along, this is probably the one to read for factual information, and for more conceptual/abstract stimulation, I recommend "Organic Machine" by Richard White.

    For a native of the flood-prone Sacramento Valley, Battling The Inland Sea is the bible. Nowhere else is the history of a fitful battle against the annual floodwaters unleashed on the Sacramento Valley by the powerful Sierra Nevada watersheds captured so comprehensively. Kelley, however, informs us in a style that is relevant and entertaining. The valley resident treasures it for its history of the Big Fight. Political scientists enjoy it for its history and the lively way Kelley uses the fight over flooding in Northern California as a study in California and national politics.

        Seriously, it is thick as a brick, and it is full of facts and formulas and practical advice for engineers. But you should not use this book instead of an engineer--it starts at a too high level. For instance, if you are looking for simple wave equations, look elsewhere. But if coastal engineering is your future, buy this book, borrow it, steal it, whatever you have to do, just get it. I only give it 4 stars since it may loose some readers due to its rather high entry level. But of course, the price suggests that it is an expert book.

        I lived on the edge of the poquosin country for a decade, and it seemed so wild, so untouched, so empty that it couldn't have had a history. But of course it did, and Professor Jack Temple Kirby has written it in his expected elegant style.

        A poquosin is a slightly higher and drier patch in the soggy coastal plain of the American South, with its center in the Great Dismal Swamp of southeastern Virginia and northeastern North Carolina. It might have been logical that with an entire rich continent to expand into, the early white settlers would have passed by this unhealthy and difficult country. But that is not how people behave.

        Kirby divides the people into the cosmopolitans and the inhabitants, or as he calls them, the hinterlanders.

        The cosmopolitans lived on the fringes of the swamp, were educated and had capital and skills. They wished to employ these close to home. They financed canals, roads and railroads and hired the inhabitants or paid for the resources they could gather, primarily shingles, but also furs, turpentine, fish.

        The hinterlanders were marginal characters, especially the black slaves, getting by on canal digging, trapping, fishing, logging, turpentining and farming. Yet, ironically, they were also independent. For the slaves, especially, working on their own, away from their owners, being a "swamper" was a kind of freedom.

        Kirby also interprets these men and women as more or less conscious rejecters of consumer society. "Free workers used their wages to resist modernity."

        I don't think this is the correct reading. They consumed avidly when they had the money, which was seldom. That they did not abandon their hard, sickly life was probably because it is easier to be a poor man in the country than in the city. For a long time, cities had not much to offer the debilitated, illiterate, unskilled poquosin-man.

        Once that changed, the people escaped. For the blacks, with lower material expectations, this happened around 1916. Whites, slightly more demanding, did not flee until 1940. (See my review of Linda Flowers' "Throwed Away: Failures of Progress in Eastern North Carolina.")

        Left behind were the helpless and feckless. Kirby has not much to say about them, except to lament the "tragedy of a people unable to sustain themselves harmoniously on a rural landscape." Well, as Peter Huber wrote in "Hard Green" (see my review), the peasant squatting over a cow-dung fire is not green, he's just poor. The people of the area did sustain themselves harmoniously, they were just desperately poor.

        It isn't in Kirby's book, but in 1966, Sen. Bill Spong of Virginia made a hunger tour of the area and found whole communities -- almost all black women and children, the men were gone -- that sustained themselves on an annual two-months' worth of low-paid labor in vegetable canneries, plus whatever they could scratch out of their gardens. They were hungry, but they had not rejected modernity. Modernity had rejected them.

        As in Kirby's book "Mockingbird Song" (see my review), which is an expansion geographically of the themes in "Poquosin," the author weaves his human story with ecological history. Trees, or the disappearance of them, dominate ecological writing about the South. For Donald Edward Davis, writing about the southern Appalachians in "Where There Are Mountains," the missing tree is the American chestnut. For Kirby, it is the longleaf pine -- always described as tall and stately.

        The piney woods are still piney, but today the trees are slash pines. Hogs and turpentining almost extinguished the longleaf. Kirby understates the violence of the turpentine camps, being more concerned about the trees. They were more brutal but less picturesque than Hollywood's idea of Dodge City, and there was no tradition, not even a mythical one, of freelance agents of justice who cleaned up the camps.

        Kirby arguably also understates the impact of diseases in preserving the premodern life of the poquosins. Robert Desowitz, in "Who Gave Pinta to the Santa Maria?" has a good summary of how malaria, hookworm, yellow fever and other diseases beat down the Southerner, white or black.

        I am not particularly sympathetic to the yearnings of writers like Kirby or Flowers or Davis for the old rural South. I lived in it, and the modern South is nicer. But Kirby's books about the South are stimulating, valuable, engaging. The real history of the South was much different from the opposing, highly politicized versions its young people more commonly are exposed to today. They should all get a good dose of Kirby.
