...

Perhaps the most complicated and convoluted set of regulations is those concerning hazardous waste, its handling, disposal, and response to its release. Of course it can be considered that the Federal Government did err by calling process by-products hazardous waste instead of following its performance-based philosophy as demonstrated in the OSHA regulations. Regulatory compliance could have been so much simpler if the definition employed was - this by- product has the potential of being hazardous if miss handled, such miss handling entails the following. Alas, this is not the case and we are burdened with a set of regulations that can turn youth aged overnight.

There is hope however, and a light at the end of the proverbial tunnel can be seen. Coming like Dumas' Three Musketeers of old, galloping into the fray and seeking to make order out of chaos come the Hackmans with their Hazardous Waste Operations & Emergency Response Manual and Desk Reference. Since receiving this volume, it has become a ready and useful reference. It provides 16 chapters along with a CD-ROM of essential compliance information. A true compendium of valuable and useful data, guidance, and analyses.

For example, consider Section 2. Hazardous Waste Defined: Contained therein are the following major topics: The OSHA Definition, EPA Definitions, The DOT Definition and Training Aids and Resources. These are then further broken down into sub topics. Such organization, scope and thoroughness provide a valuable tool when evaluating a particular situation or compliance methodology. Other sections cover such topics as Material Hazards, Chemical Incompatibility, Toxicology, and Sampling and Monitoring to name a few. The most substantial section is entitled Superfund Sites and Brownfields: Site Investigation, Control and Remediation. This alone is broken into 22 subsections, each of which is further subdivided.

Perhaps one of the best technical writers of the last century was Samuel Glasstone. His volumes on Chemistry and Nuclear Engineering were very easy to read, understand, and use. This is because he endeavored to number every new topic so that easy reference could be made. This also provided logic to the subject matter, which assisted in the flow of the information that was providing. The Hackmans have effectively employed this numbering technique, and by doing so have provided not only simple logic and understanding to complex subject matter, but have also provided easy access to the information provided in the text.

The text is enhanced by a Glossary of 91 pages plus a 12-page list of Acronyms. Both of these reference aids are important and necessary because of the complexity of the subject matter and that Federal Regulations breed and feed on acronyms and convoluted terminology. It is almost impossible to maintain understanding and awareness of all of them. In fact, the extensive glossary is a welcome adjunct because of the myriad of technical terms and regulatory definitions a fractioned needs to employ and understand. For example, in this glossary, the term hazardous substance is defined by 7 specific requirements; CERCLA, Federal Water Pollution Control Act, Section 112r of the Clean Air Act, Toxic Substances Control Act, DOT, Solid Waste Disposal Act and OSHA. This depth and breadth is valuable because it enables a comprehensive evaluation of a particular situation and assists in eliminating or at least minimizing the chance of an omission error.

It must be remembered that many practitioners are experts in a particular technical or regulatory area. As such, they need a tool that assists them in understanding and in becoming aware of requirements outside of their area of expertise. The provision of comprehensive definitions and information helps to foster such a broad perspective.

In addition to the book a special CD is provided as an additional resource. According to the authors this CD serves three purposes: It provides downloadable and printable resources for trainers - these include a sample HAZWOPER Worker exam, It provides a selection of NIOSH Databases which includes the NIOSH Manual of Analytical Methods and the NIOSH Pocket Guide to Chemical Hazards, and lastly it provides 18 appendices to the text - these appendices include Limits for Air Contaminants ("Z Lists") 29CFR1910.1000 and the OSHA HAZWOPER Standard, 29CFR 1910.120. Just the contents of the CD is worth the purchase price of the text. All in all, according to the contents, the CD covers 33 separate topics.

When dealing with the complex issues that practitioners face every day, the information contained in the CD forms a comprehensive foundation of knowledge, data and information. This is presented in a concise and easily usable format. Also, instead of creating a second volume, the authors wisely chose this option of the CD to compliment the text, thereby producing one volume packed with essential information and resources.

One of the major frustrations a practitioner faces is that it is usually necessary to consult various references in order to address a particular situation. When a volume comes along that provides an encyclopedia of useful and necessary information, it does simplify many other time-consuming information search tasks. The profession has benefited from this work because it provides that simplification. The authors have brought together information from diverse sources into one volume. One volume, that has already proved its value to my practice.

The only shortcoming is that the use of color, especially in the signs and placarding examples would have been useful and would have assisted in making its reference value even greater. Seeing these items in the colors specified by the regulations would have enhanced the understanding of their meaning and employment. Perhaps just a color insert or inside cover display would have served this need adequately.

This volume has become a useful and welcomed addition to my reference library, and well worth the modest price.

4 out of 5 stars Fun (?) with Regulation.......2003-05-21

Cindy Skrzycki's weekly column titled "The Regulators" has captured the attention of readers of the Washington Post for more than a decade, uncovering the power struggles, political intrigue, special interests and legal battles that go on behind the scenes in Washington. Now, her wit and humor help make the seemingly arcane topic of regulation accessible (and even fun) for readers of her new book, The Regulators: Anonymous Power Brokers in American Politics.

The book, punctuated by some of her most interesting and amusing columns over the years, will make interesting reading for anyone interested in American politics and regulation. Skrzycki's goal in writing the book was to "take a complicated and sometimes inscrutable topic and make it a comprehensible, important lesson in government," (XII), and she succeeds. The Regulators does not provide an academic treatment of the theories of regulation nor details of legal or economic principles. Rather, it addresses the more personal side of regulation: who are these anonymous power brokers determining the legal size of holes in Swiss cheese or the definition of a breath mint? By whom are they influenced and how ubiquitous is their influence in our daily lives?

Followers of her column will be pleased to see that, like her Post stories, each chapter is humorously illustrated by Keith Bendis.

An evil creature called Tak uses the imagination of an autistic boy to shift a residential street in small-town Ohio into a world so bizarre and brutal that only a child could think it up. It's as two-dimensional and gaudy as a kid's comic book, but for this reviewer, The Regulators is a gripping adventure tale about what happens when a mind fixated on TV (especially old Westerns and a cartoon called MotoKops 2200) runs amok. As Michael Collins writes in Necrofile, "[Stephen] King offers his readers a glimpse of the true evil of popular culture ... which has no design or intent, only an empty need to sustain itself. King is, I think, about the canniest observer of what America is, and that he generally writes horror ought to give us pause from time to time."

Book Description

There's a place in Wentworth, Ohio, where summer is in full swing. It's called Poplar Street. Up until now it's been a nice place to live. The idling red van around the corner is about to change all that. Let the battle against evil begin.

Customer Reviews:

1 out of 5 stars Awful.......2007-10-04

Ever since King has been going "politically correct" his writing has suffered. I've lost interest in his work since he became a political hack and, even then, he doesn't fact check on what he writes. Apparently according to him guns are evil, Christians are bad, and anyone who listens to talk radio or country music is a cretin. A 30-06 will not knock you down when you shoot it. Nonsense. He should have stuck to writing instead of politics.

1 out of 5 stars Horrible........2007-09-24

I absolutely despised this book. I remember seeing this and King's Desperation together in the book store, and that they were being marketed in tandem, able to be read in either order. For those of you who don't know, The Regulators uses the same characters from Desperation (although they all have vastly different personalities and relationships with one another). Well, I read Desperation first...thank goodness. THAT was a fantastic book. Then I tried to read this one. It was like King didn't even try to write a decent book here. I can barely even begin to describe how much I hated this book. Imagine taking a story that you love and mixing up who all of the characters are, then killing them all off for no other reason than just to do it. That's all this book is. It has no redeeming qualities whatsoever. No plot, no mystery, nothing compelling at all. It really does read like a child wrote it, or at best, a complete novice. Please...avoid this horrid travesty.

A monster takes over a helpless young boy and uses his mind to bring to life all sorts of nasty characters to commence a slaughter of a small town.

The young boy is an orphan, taken in by his grandparents, and they do their best with him, and the horrors that start to happen in this situation.

4 out of 5 stars King's version of Jerome Bixby's short story "It's A Good Life".......2007-08-13

1996 must have been a heady year for Stephen King--coming off the critical and commercial success of his excellent six part serial, The Green Mile, he followed up with a pair of hard hitting, well-written novels, Desperation and The Regulators. Desperation was clearly his best work since Misery. The Regulators, written under his pseudonym, Richard Bachman, was less successful, but pleasurable reading nonetheless.

The Regulators is King's version of the classic Twilight Zone adaptation of Jerome Bixby's short story, "It's a Good Life." The denizens of Poplar Street, located in the small town of Wentworth, Ohio, find themselves sealed off from the rest of the world, trapped in a pocket universe created by the imaginings of an autistic child who has been possessed by a demon. Neighbors must band together to fight off killing machines that seem to have sprung from the television screen.

Desperation features many of the same characters who populated The Regulators, albeit in altered form. Desperation, a small mining town off Route 50 in Nevada, is also under attack by a demon, but here the devastation is far worse. Instead of tormenting a few folks, the demon, after destroying most of the town, has taken to pulling people off the highway to satisfy its perverse longings. Again, a disparate group of people must cooperate to save their lives.

The contrast between these books is startling--if you never noticed the difference between King's and Bachman's styles, reading these two books back to back will be a real eye opener. Bachman creates the aura of immediacy, but we never really get to know his characters. King, on the other hand, hews to his tradition of giving us characters we really care about, people we would like to get to know. Bachman's style is also more disjointed than King's--he tends to jump about, giving the reader bits and pieces as he goes along, while King adheres to a more linear style of storytelling.

Desperation is the superior book. The small asides that link the two books seem natural in Desperation, but more forced in The Regulators. King also does more with the plot elements than does Bachman. Desperation is vintage King--you can feel his energy and confidence from the first sentence. The opening scene sets the pace for the entire book, as two characters are pulled over by a policeman. A nerve-wracking experience to be sure, but one which we are all familiar with. King then takes this ordinary situation and gives it a little twist. As it dawns on the couple that they've been pulled over by Lou Ford's even crazier cousin, they realize they might be in trouble. Little do they know that their problems, and the reader's enjoyment, are only beginning.

Reading these books together should be a lot of fun for most folks. In these novels, King indirectly provides insight into the creative process, proving that it's not where you get your ideas, but how you use them that counts. With the publication of The Green Mile, Desperation and The Regulators, he also showed that he was an extremely savvy marketer, scoring a bookselling hat trick that any advertising professional would envy.

3 out of 5 stars A good novel.......2007-07-17

This was a good, but not great novel. I read Desperation first and thought this novel would be as good or a continuation. Instead he changed the roles of certain characters without ever explaining the connection (besides the same villain). I was a little confused and kept expecting a connection between the characters to appear, but it never did. Some sections of the novel are still classic King and kept me in suspense. However, the novel seemed to lack continuity or as much suspense as I have become accustomed to. I am a little frustrated that the hero in many of the last few novels of King's that I have read are children. He ascribes traits and thought processes that I do not think ten to twelve year olds are capable of. Maybe if I read this novel before Desperation I would have liked it better. I think this story was too unbelievable, and I would recommend skipping this novel and trying a different one.

Customer Reviews:

5 out of 5 stars Great Guide for Protecting Against Financial Pain.......2005-07-30

This couldn't be timelier. Much water has passed under the bridges on both Wall Street and Main Street since the first edition came out in 2000. As Editor Virginia Reynolds Parker points out, there's been a bear market and hedge fund assets have more than doubled to over $1 trillion dollars. Meanwhile, Parker's book became the standard reference for hedge fund investors. The updated version should prove just as useful and indispensable.

Pensions in particular have been flocking to hedge funds, the fancy and expensive cousins of mutual funds that the media insistently calls "risky". But what does that really mean? There are two ways of using this book. If you're looking for specific information on hedge fund strategies and the hazards they may involve, turn to the appropriate chapter. In the spring of 2005, for instance, when convertible arbitrage returns turned into copious amounts of red ink, you could have read detailed descriptions of how convertible securities perform in the face of various shocks and why convertible returns have been disappointing since 2002 (chapter 10).

If, on the other hand, you want to grapple more broadly with the slippery idea of risk, start with the paper by Robert Jaeger on how to define it, measure it, and manage it. He makes this complex topic comprehensible. In simple terms, risk is expected pain. Assessing it in any situation requires answers to two questions: How likely are the painful outcomes? How bad is the potential pain? Jaeger points out that the answers may not be numerical. Even if you have data, you're not going to understand risk by looking at numbers.

The pieces are written by investors, managers, bankers, and lawyers. The book conveniently bundles these together in sections, starting with the investors' perspective. Mark Anson, the chief investment officer of the California Employees' Retirement System, leads the lineup with a study on how to measure performance. His findings are essential to anybody that invests in hedge funds.

Maybe these intricacies are not for you. In that case, make sure your financial adviser, consultant, pension officer, and foundation chief read this book.

It does not give any practical guides on switching power supply design, it's just an overview of topologies.
Useless

1 out of 5 stars A useless book.......2003-08-21

Book just skims the topics mentioned in its title - just a disordered collection of a bit outdated drawings with childlike commentary. No word about power conversion essentials: topologies, magnetics, feedback, stability, EMI, power semiconductors.

3 out of 5 stars It's more like a reference book........2003-02-12

This book presents different circuit configurations and tries to explain what they do theoretically. Definitely not for beginners in electronics. It does not give you an introduction to many things you should know to be able to understand what is explained here. It is good as a reference book.

1 out of 5 stars An assortment of data sheets.......2001-07-28

This is by far the worst book I have bought on the subject of switching regulators. It is in essence a collection of manufacturer datasheets and application notes, thrown together in no particular order... with virtually no reference to feedback design, stability, or considerations for board layout. I guess all of the author's designs work perfectly on paper, but try building one and making it stable! Not a good choice for the beginner, definitely not a good choice for the seasoned designer.

2 out of 5 stars maybe a little bit outdated..........2000-05-05

The book gives a solid base on the different principles of converters and inverters. But I also expected to see ICs included as they were already available back in 1993! A chapter on the influence of different core materials and their calculation is, in my eyes, missing for this book to be a complete reference.

    Book Description

This range of clocks used to be considered the common, household clock which many people recognized but for which little documentation was available. Rick Ortenburger now presents the book that will fill this void. Vienna regulator clocks were first produced in Vienna, Austria about 1780 and then became a familiar style made also elsewhere in the German-speaking world. Included are early, transitional, serpentine, altdeutsch, Baroque, and factory-made types from 1780 until about 1930, of one, two, and three-weight movements. The author has done his own research in Europe and America in both German and English so he is able to present much original information in a pleasing format for the average reader. His brief, factual text, supported by good photographs, useful in identifying the period of manufacture, may be the book's most useful feature to the serious collector. Her fully explains the production of Gustav Becker, Junghaus, HAC, Lenzkirch and competitive factories whose products are still on the market and well within the financial means of the vast majority of clock enthusiasts. He also covers many rare and exotic regulators such as long-duration clocks and variations from the norm.

          Book Description

Julia Black's book is the first authoritative study of rulemaking in one of the most important areas of economic life: financial services. The books has three main aims: first, to build a jurisprudential and linguistic analysis of rules and interpretation, drawing out the implication of these analyses and developing quality proposals for how rules could be used as instruments of regulation. Second, it interprets that analysis and set of proposals with an empirical study of the formation and use of rules in a particular regulatory system: financial services, and third, it evaluates the nature of the rulemaking process. The author's main case study, examining the use of self-regulation in the financial services sector, complements the detailed analysis of rule formation and uses. The book will be an invaluable addition to the libararies of all administrative lawyers and anyone with an interest in the provision and regulation of financial services.
