In this blue-ribbon edition, Robert Frey provides enough valuable proposal management detail to establish your proposal department, to write your proposal manager's job description, to outline your proposal team's functions, to produce topflight and winning proposals, and to measure the proposal team's success. And if that were not enough, Frey offers his bravura insights into knowledge management and how this wonderful concept can be realistically and incrementally applied to the proposal development process.

Frey mentors you to success with regard to every aspect of proposal management. Frey's style is not staid and wooden. To the contrary, his love for his audience and his desire for their proposal management success shines forth. I would pay twice as much for the book. My company's proposal win rate this year alone proves the worth of the material in these pages. Invest in it, do what it says, and prepare for the reward.

Bob Frey has again created a valuable source of information that should be on every Business Development professional's desk. It presents a clear and concise approach to properly managing the proposal business acquisition process, including creating a winning proposal. The use of Knowledge Management approach to leveraging intellectual property provides an excellent approach to crafting a winning strategy and incorporating it in the proposal. I highly recommend this book.

The previous editions of Robert Frey's invaluable book "Successful Proposal Strategies for Small Businesses" have already established this title as a virtual bible of proposal development for small business government contractors, particularly in the support services. Now, with this third edition, some 20% longer and with extensive new material, Frey expands the utility of this important book by integrating his approach with the emerging discipline of Knowledge Management.

In addition to his complete yet concise discussion of nuts-and-bolts proposal issues such as organization of the proposal volumes, establishing the role of the proposal manager, and so on, Frey demonstrates how an effective organization of corporate intellectual capital can be a critical resource in the marketing proposal process. Importantly, he provides step-by-step procedures for creating such an added-value environment.

As in the previous two editions, Frey's approach is very highly application-oriented. He lays out theory when necessary, but his principal goal -- which he achieves admirably -- is to equip the reader with an exhaustively complete set of marketing and proposal development procedures and tools (all the way down to a template for phone lists!).

If I have any complaints at all, it is that the sequence of chapters could use some rearranging; a chapter on internatiohnal proposals seems to be placed unexpectedly, and there is one very brief chapter on private-sector solicitations that could be easily merged with another chapter or deleted altogether. But these are quibbles. This book has garnered a well-deserved reputation as arguably the premier reference work in this field. It is inadequate to state that it deserves a place in every small government contractor's library; it would be more accurate to say that such firms cannot afford *not* to have this book and pay close attention to it!

I really didn't care much for Major Drummond and - although I personally find sacarsim appealing - his went "flat". The beginning premise of a psychotic serial killer was in fact more interesting than what actually ensued. Duh - we have a mega billionaire who is "bent" on owning everything he can get his hands on (could he possibly be a "bad" guy?)- A "new" concept here! We then have a bunch of moronic lawyers - one of whom is a philandering "former" politician (Now - that IS something NEW). Oh and don't forget the idiots at the FBI (my oh my how DO they EVER accomplish anything?) Then just when you think all the sterotypes were covered - along comes the the Director (the director no less) of the CIA and two of his "operatives" giving away the details of a "secret" operation to an assistant DA from Boston and a JAG Major. Yeah - it makes for a believable read!!!! NOT! I know this is a work of fiction - and one does take "some" creative license - BUT - generally with an "air" of believability. With all that said I believe the VERY worst was that it IS predictable. "Hint" - corporate greed!!!

Private Sector is a great continuation of the Sean Drummond story that also stands on it's own. Enough reality mixed in to make it appear "ripped from the headlines". I had trouble putting it down to go to work or go to sleep. Don't start it before Friday Evening or you'll call in sick!

The "run government like a business" mantra has become so simplified in the minds of most people that it basically means, "if you want something done right, hand it over to private enterprise." This book is one more symptom of such lazy thinking. While the authors include some helpful insights about how governments can deliver services without being the primary provider, their underlying assumption is that all government is hidebound, inefficient, and boorish. Contrasting this is the innovative, public-spirited private sector--the answer to the world's ills, if only Neanderthal government would get out of the way.

It would be interesting to turn the concept on its head: let's run business like a government. Let corporate America open all of its records--including emails and even voice mail--to any person who wants it; let them go to the people every four years and ask them to evaluate their record of adding value; let them function without expense accounts, with secondhand furniture in dismal settings, without gyms or Business Class; and let them try to achieve long-range goals with a board that thinks in four year increments and whose every action is dissected daily in the opinion pages of the local newspaper.

The simple fact is that there are some things the government ought to be doing because private enterprise cannot do it at a profit. Americans have come to believe that every tax is a bad tax when, in fact, government services account for much of what Americans value in life. Unfortunately, this book simply feeds that sloppy mentality.

The average citizen may not notice it, but government is rapidly changing. Nongovernment workers are now delivering services that the government used to deliver as recently as a decade ago. As public policy specialists, authors Stephen Goldsmith and William Eggers know this area well. Their book is full of dense organizational descriptions, which come to life only when they use real-world examples. Fortunately, they do so often, presenting interesting facts and case studies. Still, this book is intended for serious students of public policy and government. Numerous checklists bog it down and may not be practical to use. We recommend it to public officials, policy-makers and citizens who want to understand trends in government and the ways that governing by network is changing the political scene.

My daughter and I used this book when she was looking for college scholarships last fall and it was so helpful. The entries are very well organized, and there's really something here for everyone. My daughter's grades weren't always the best, but there are a ton of great scholarships in here that don't discriminate against that.

I have had the "privilege" of looking through many a worthless scholarship tome, and had come to believe that there probably wasn't actually a decent one out there. However, I decided to give this book (which I had not heard of) a try. It promised much, but did not deliver. It is simply par for the ponderous course, which isn't that great seeing that most other comparable books set the bar pretty low.

I did take the liberty of giving it one star, however, because, while it is not easy to find scholarships as described (they are listed basically by career interest) and the CD-ROM is essentially the book (this time on your computer screen!), it is exhaustive (both figuratively and literally) nonetheless. It also makes a fairly effective doorstop.

The world didn't begin with Adam, Eve and the PC with static IP's. In the land before time (Terminals with Internet and Monsterous E-commerce), you discovered various scholarships to apply for from books, magazines, and the news media. Students (like me) spent hours apon hours in 'scholarship listings' xeroxing every possibility that we would owe the government less after we graduated college.

Back when I started college (1998), the 'de facto' standard was this book by Daniel Cassidy. One year, a few of fellow High School students attended colleges out-of-state for free. Well, my guidence counselor fully believed in the power in this book.

Now, I'm out of school for three years and am starting to share my secrets on how I finish college for free (search for my name to read more on my website, if interested).

Long story short, this book is the standard in 'manual' scholarship searches. It features compact and succint listings seperated by your major and a section (general) that any student can qualify for. The print is readable, and it gives you the basic requirements for each scholarship along with contact information.

BUY THIS BOOK EACH YEAR UNTIL YOU GRADUATE! For the minimal cost of this book, the rewards you will get easily are reimbursed. The choice fore me is a no-brainer.

Do yourself some justice and get this book today; unless you want to pay 7% of 50k.

If you have kids (or babysit them like I do) it's never too early to begin college planning. I wish this book had been around when I was prepping for higher education (yes, I'm from the dark ages, friends). There isn't a better book on the market when it comes to the fine art of securing scholarship money. And like my young charges, women of the U.S.A need to unite in an on-going struggle to be recognized by the university of your choice. Good luck ladies.

This is one of the most useful guides,if not the most useful, I've seen on how to think strategically about business ideas that are relevant to the nonprofit world. Kearns makes sensible distinctions between the two sectors. He presents in clear language and analsyis the for profit concepts and applications that are relevant to nonprofit organizations. It's a great resource!

    To set expectations this book is heavily slanted towards winning Government business. It is also applicable to large businesses as well as small ones. That said, the information in this unique book can be effectively used by consultants and companies intent on competing for commercial contracts. I am fortunate because I have experience in Government contracting (on both sides of the fence - writing RFPs and evaluating responses when I was a member of DoD, and responding to RFPs when I was in the DoD contracting industry), and in the commercial world where I have been working as a consultant since 1988. From my vantage point I see the value of this book as advice and guidelines for developing effective proposal strategies regardless of whether you are competing for Government or commercial business.

    I have used this book as a ready reference since the first edition was published in 1997. This second edition reflects a major update to the original book in that the proposal management tools in the first edition were woefully out of date and the focus was not on some of the Government opportunities for small business, such as Small Business Innovative Research (SBIR)that require a tailored proposal strategy. The second edition also addresses new Government initiatives for e-business and a plethora of other topics that were not present in the first edition.

    If you are competing for Government business this is the most complete, accurate book I know of that covers the RFP-Proposal-Negotiation-Award process. Short of memorizing the FAR (Federal Acquisition Regulations), amassing years of proposal writing experience, and gaining the wisdom of knowing what works and what doesn't you will not find a more concise guide to the process. Also, you will benefit greatly from the wealth of tips and pointers that the author provides from his own extensive experience. If you are in the DoD contracting business, regardless of business size, I cannot overemphasize this book's value when it comes to cutting through the maze and providing a clear roadmap. If you are a proposal or capture manager I strongly recommend that you get a copy for every member of your team.

    For the book's readers who are in the commercial sector the approach outlined in this book will add process and structure to your proposal writing efforts. The rigorous requirements imposed by the Government are too often lacking in the commercial process, which results in sloppy proposals that meander around issues and miss important client requirements. Also, because the proposal development process can be as large a task in the commercial sector, managing it can be a nightmare without a well thought out strategy for ensuring that all of the "t"s are crossed and "i"s dotted. The approach in this book practically hands you a ready-made process that you can apply to proposal development. This process will not only improve your ability to respond quickly and accurately to RFPs, but do so in an efficient manner. The result will be a significant competitive advantage.

    For both sets of readers I think some of the advice, such as using the proposal as a marketing tool as well as a due-diligence instrument for responding to RFPs is excellent. For example, the author emphasizes backing up responses with examples to demonstrate claims. This is a powerful technique that I have used repeatedly to good advantage. It goes a long way towards assuaging client concerns about capabilities versus empty claims, and will turn a proposal that is merely responsive into one that is compelling.

    Other things that make this book extremely valuable include the CD ROM of checklists and templates, and the numerous examples from the author's past proposals.

    In my opinion this is the best book available for proposal development, and the only one that fully addresses every aspect of managing the proposal process for Government business. It should be on the shelf of anyone who responds to RFPs, and in the library of every company that does Government or commercial contracting.

    Don't let the trade price of this book deter you. Mr. Frey analyzes every aspect of the RFP-proposal process, and he includes a storehouse of resources to place you at a competitive advantage. No other book even comes close.

    Winning proposals and new work are the lifeblood of any business. Bob Frey has provided the business development and project management communities with a winning, working reference. Technical project managers and task leaders will benefit from a fuller understanding of the close relationship between outstanding contract performance and proposal awards. From philosophy to tools, this well-balanced book (and accompanying CD for quick-search) provides the organizational structure, choreographed processes, and in-the-trenches tips for successfully building and fueling a quality enterprise.

    Successful Proposal Strategies for Small Businesses is a MUST-READ for anyone involved in the government contracting procurement cycle. Everyone from the technical level manager in business and government to the owners of businesses and top level government managers should have a working knowledge of the information presented in this book. Specific key people who should use this book as a technical reference are:
    1. all business development staff in private industry
    2. technical managers in both industry and government
    3. all technical publications staff
    4. all government buyers, and procurement staff: including technical officers, source selection officers and source selection board and committee members.

    The business development principles illuminated in this book apply equally when businesses sell to and buy from other businesses.

    Moreover, I would like to see a companion periodical publication, a CD-ROM or a newsletter, that updates the rapidly changing technological and regulatory aspects of the book. Subscribers to such a service would include all full-time business development and government procurement staff.

    The book's style is that of a successful proposal. The book, as the successful proposals discussed by Mr. Frey, is an effective sales document as well as en extremely informative technical reference. The key strengths of this work are its completeness and depth. Mr. Frey provides us with a broad overview of the procurement process presented from the perspective of the business developer. The book clearly shows how the various members of a small business organization should interact to produce a successful business development effort.

    At each stage of the business development process the book describes all of the necessary steps to a winning proposal. Detailed schedules, document templates, document samples and examples clearly illustrate every critical step required for planning and executing a successful proposal effort. The book presents all aspects of proposal writing including the development and use of themes, illustrations, style, and even the physical production and delivery of the proposal have in a "user friendly" manner. Mr. Frey's system of handling acronyms and his implementation of the glossary are extremely valuable to the reader. The completeness of the acronym list alone is, in my view, worth more than the price of the book.

    Two key concepts developed throughout the book are: the concept of proposals as sales documents, and the critical requirement for solid and continuous upper management's support of the business and proposal development process.

    Private companies, both small and large, will find this book invaluable as the blueprint for establishing, and implementing their business development infrastructures.

    Mr. Frey's book covers the full lifecycle for capturing new business. He provides a clear strategy for identification and qualification of "winnable" opportunities,and a section-by-section cookbook for how to plan for and create a winning proposal. In our case, we have successfully applied the processes and guidelines found in this book to position us for capture of over $30,000,000 of new small business competitive Government contracts. This is good stuff!
